Good places to publish accessible work in philosopher aimed at a broader audience

I'm looking for advice about where to publish a paper that's written in an accessible style, discussing a public policy issue, and deals with arguments from philosophy but in a way that aims to engage people outside philosophy and the university. It's about 5000 words long and it's on a matter of family justice.

Rowman and Littlefield has launched a book series that they intend to sell to public libraries, and this book looks like it would be a good fit for them.

I don't have an answer for you, unfortunately. I have had my best success by looking for venues first and then writing something to fit.
