The issue of a new culture of digital publics is engaging and attractive. The public, though, is not control of the digital public. The folks who control the "master switches" (Tim Wu's Master Switch) control the shape of the whatever public emerges. Certainly the public can breakout and generate flux, and that is sometimes but not always welcome. How can a "new culture" emerge that isn't intoxicated by a net delusion?
